Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are conducted: hopeful statements are released from various governments. Considerable effort is devoted on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from enemy soil, a capability provided through up-to-date information. From observation points, military aircraft that had been dispatched to intercept incoming guided weapons flew past – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's missile defense thundered: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through allied countries. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly gives way to grim resignation: maybe the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Persistent Threats
Not long after, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: seven people killed, devastation and heating outages in many homes as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's vital need on external assistance – a reliance that European nations are demonstrably unable to replace in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, certainly, persist.
Strategic Calculations
It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership functions according to a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unrealistic to compel Moscow to abandon the areas that it already controls in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does little to discourage Russia, through diplomacy or military means, from assuming that the current condition will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding people and territory but avoiding a complete military breakdown until conditions improve in its advantage.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: political desires to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their mission will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a only one week to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
